This paper was submitted to the Systems Engineering Journal of INCOSE, the International Council on Systems Engineering in 2012. The journal engages referees to vet papers. This paper was rejected. Although some referees thought it was good, others felt it was too political, and—although they did not put it this way—not enough like a scientific paper. Oh, and it was far too long.
Anyway, the result was a rejection, but with an invitation to resubmit with fairly major corrections. After which, it was rejected again. So, it is unacceptable. But then, one man's innovative is another man's too political—or whatever…
